You want to encourage players to create fun and interesting game modes, but at the same time you don't want to reward farm servers, but punish them. It should not be possible to get the so-called bar in the game mode specified by the user. However, the rewards are retained, and according to DICE, they make up most of the experience points.

In these custom modes, tournament rewards are also not available. For this reason, DICE has not yet found a mechanism that can help combat exploitation. However, it is available in the official portal mode. The development studio also stated that it will monitor the current dedicated server quota and adjust the upper limit of experience again if necessary.
